Pune Mahanagar Parivahan Mahamandal Limited (PMPML) has issued a tender inviting tenders for 150 electric buses.
Buses must be 40 feet long, air-conditioned, and meet Bus Rapid Transit requirements. The last day for online submission of technical and price offers is September 30, 2020.
The tender is part of the Faster Adoption and Manufacturing of Vehicles (Hybrids) and Electric-II (FAME-II) program. Potential bidders must pay an RfP fee of ₹ 59,179 (~ $ 806) and an escrow (EMD) of ₹ 26.25 million (~ $ 357,265).
The scope of work includes supply, operation and maintenance (O&M), and development of allied infrastructure based on a gross cost contract (GCC).
The operator must provide the complete infrastructure, including the development, supply and assembly of transformers, electrical systems, subsystems and charging infrastructure. They also need to supply the chargers and maintain a full charging infrastructure, including civil infrastructure, to carry out preventive and breakdown maintenance. The operator will be responsible for the cost of charging the buses.
The awardee will have to guarantee operations of 225 km per day for each electric bus with a single charge during the first ten years. The term of the contract could be extended for another two years.
The potential bidder must be a bus manufacturer registered with the Department of Heavy Industries (DHI) under the FAME program. They must have experience manufacturing and delivery of at least 25 electric buses or 80 diesel / CNG buses between April 1, 2015 and March 31, 2020, in India or abroad.
Original Equipment Manufacturers (OEMs) must have a minimum average annual sales volume of more than ₹ 1 billion (~ $ 13.6 million) in the last three financial years, along with positive net worth.
Inspection of the prototype bus will take place 90 days after the Letter of Award (LoA) is issued. The first 75 buses will be delivered within 275 days from the LoA date, and the last 75 buses will be delivered 365 days from the LoA date.
Earlier this month, GreenCell Mobility Private Limited (GreenCell Mobility) won the contract to operate 48 electric air-conditioned buses from Rajasthan State Road Transport Corporation. In October 2019, the state transportation corporation issued a tender to select bus operators for the acquisition, operation and maintenance of 50 electric air-conditioned buses.
In February 2020, the Bangalore Metropolitan Transport Corporation launched a tender to purchase electric buses of nine meters and 90 meters.
